The article dwells on the grounds of state policy formation in reference to youth‚ both in the modern world‚ in general‚ and in Tajikistan‚ in particular. Proceeding from the example of Tajikistan‚ the author adduces certain arguments in favour of actualness related with application of state policy in reference to youth. He proposes some measures aimed at consolidation of theoretical and methodological bases of the policy in question in Tajikistan. We get to know that scientific-research institutes and educational establishments function in certain countries being engaged in studies of youth itself and its tuition; other categories of population being involved in the process as well. Being the country of youth prevailing in number Tajikistan must consolidate a theoretical basis of state policy in reference to youth‚ a support of scientific-research institutes on the problems of this layer of population. The author makes a conclusion that the grounds of state policy concerned with youth are sufficiently essential in the modern world. Effectuation of it should be carried out at world priority standards.
