The article examines the role and importance of the Credit Guarantee Fund in the system of instruments of state financial and credit regulation of entrepreneurship development. The article analyzes the main problems related to the limited access of small and medium-sized businesses to financial resources, in particular to bank loans, as well as the high requirements of candidates of economic sciences for collateral. Based on statistical data, the state of the credit market of the Republic of Tajikistan and the dynamics of the development of the credit portfolio of the banking system are studied. It is demonstrated that the creation of a Loan Guarantee Fund can serve as an effective mechanism for reducing credit risks and expanding entrepreneurs' access to borrowed funds. Furthermore, international experience with similar institutions is examined and key areas for the formation and development of a Loan Guarantee Fund in the Republic of Tajikistan are proposed.
