This article analyzes international experience in regional development and capital accumulation, focusing on its applicability to the Sughd Region of the Republic of Tajikistan. Models from the United States, Germany, Great Britain, Japan, China, Russia, Singapore, Kazakhstan, and Uzbekistan are considered. It has been shown that the key factors for success are: the development of human capital, stimulation of R&D, the formation of clusters and industrial cooperation, the creation of a favorable investment climate and an anti-corruption mechanism. It is noted that there are no universal solutions: the effectiveness of the strategy is determined by the degree of institutional adaptation, taking into account regional specifics. The following areas are relevant for the Sughd region: improving the quality of education and financial literacy, supporting science, introducing elements of an innovative model, developing agro-industrial clusters, and transitioning to a mixed resource-based production economy. The study concludes that it is necessary to move away from resource dependence and toward flexible strategies based on knowledge, entrepreneurial culture, and cooperation. The research findings can serve as a basis for developing regional policies that integrate best international practices into a system for sustainable economic growth.
