Management with regional economy has a systemic character. In this connection the author gives a characteristic of an organizational structure of management in question, its essence and composition. He has studied the structure and functions of the systems of this sort of management at the contemporary stage, this fact should be taken into consideration in the process of improvement of the mechanism of management. It was determined that an important object of the work imposed on the bodies of the management is an analysis of implementation of current and prospective programmes of economic and social development concerned with urban and rural areas with systemic delivery of information to the highest organs of state power. The conclusion is made that in general plan an economic role of state and the function performed by it can’t be ones and the same in the states with highly development market economy and in those ones with transitional economy.
