National Innovational System as a Basis for a Creation of the Economy of Welfare

Abstract

The world experience shows that the only alternativeless way of achieving a high standard of welfare and competitiveness of economy is a formation of national innovational system (NIS). A pioneer in the creation of economy with high surplus value is the USA. The inception of the economy in question is traced back to the rise of the Silicon Valley in the state of California in whose centre there are two famous American Universities – those of Stanford and Berkley. The gist of NIS lies in the goal aimed at a transformation of science into a direct production force when the knowledge gained by man is objectified in new high technologies and products. The economy of Tajikistan Republic is bound to create a national innovational system of its own (NIS) not to fall behind the principal way of world economy development in two aspects, at least: to form NIS of its own and integrate it into the world system of innovational economies
