The goal of the research is an assessment of the influence exerted by the participants of branch home markets over the process of the formation of foreign trade policy in the Republic of Tajikistan. The goals of the research are: grouping of industry branches interacting with import according to commodity markets and those ones related to branches, definition of market indices adequately reflecting an influence of participants; correlation between the magnitude of market indices and the dimensions of branch import custom`s tariffs. The assessment of the influence of the participants of the markets in question over the rates of an average tariff in the fuel-energy branch showed that the participants` impact on the process of taking resolutions in the sphere of foreign trade policy is differentiated being of diverse directions. It is proven that by the establishment of branch custom’s tariffs preference was given to the indices concerned with the goods imported to the country; hereby, the sway of the government’s functions over integrational negotiations being taken into account. Under a formation of import policy over industry upon the whole the state of home markets is of the first priority.
