The goal of the economy reform conducted in Tajikistan lies in a creation of effective economy with a prevailing private sector. The approach described in the article is based on the management with state sector for the transitive period during which a considerable part of general production is provided with statal enterprises. In order to bring it into effect one ought to realize a bisectoral model of transitive economy where the state sector is managed with the methods traditional for planned economy and private sector in entitled to self-sufficient functioning without being hindered on the part of the state.
